Regarding textile and garment sector, Madagascar benefits for the time being from several international and regional trade agreements:
As a member of COI (Indian Ocean Commission), trade between Mauritius, Comoros, Seychelles and Madagascar is duty-free
As a member of SADC (Southern Africa Development Community), trade of textile and garment articles between the 14 members are duty free and quota free, if more than 35% of value-added are created in SADC countries.
As a member of ACP countries (African Caribbean Pacific), signatory of the new APE (Economic Partnership Agreements) with European Union, textile and garment articles produced in Madagascar are duty free and quota free when exported to the European market.
As eligible to AGOA(African Growth Opportunity Act) since 2000, Madagascar exports textile and garments to the United States of America without quota nor duties and benefits also from the Third Country Fabric clause (Madagascar can still import some raw materials from non Agoa countries until 2012)
